On March 25, 2026, Law students had the opportunity to meet Lorin Ovidiu Hagima, a Senior Government Expert and alumnus of the Romanian-American University. His career serves as a prime example of how the foundations laid during university years can pave the way to the highest levels of international justice.
Invited as part of the Meet the Graduate program, Lorin Ovidiu Hagima delivered a technical and authentic lecture titled “Legislative Technique: From Idea to Law,” providing future legal professionals with a rare insight into the process through which administrative vision becomes a mandatory norm.
“Legislative technique is the set of rules that ensure the systematization of legislation”
From the very beginning, the guest emphasized that the journey from a social necessity to publication in the Official Gazette is paved with rigor and responsibility. For Lorin Ovidiu Hagima, legislative technique is not just a theoretical exercise, but the very foundation of the rule of law.
In his dialogue with the students, he explained the essential pillars of the law-making process:
- Essential rules for drafting norms and the instruments of justification (reasoning).
- The endorsement circuit for normative acts and public policies.
- Legal interdependence: how national legislation harmonizes with international treaties and EU law.
Applied Critical Thinking: Challenges of Romanian Legislation
A central moment of the meeting was the open discussion, where the guest challenged students to critically analyze the current system. The debate focused on the essential problems of legislation in Romania, with Hagima emphasizing the need for clarity and coherence in drafting norms to avoid legal ambiguities.
